In a small bowl, stir all the ingredients for the dipping sauce to combine. Cover and refrigerate until serving time.
In a medium bowl, toss the peppers with the vegetable oil. Put the peppers in the air fryer basket. Air fry at 400ºF / 200ºC for 6 minutes, or until peppers are lightly charred in spots, stirring the peppers halfway through the cooking time.
Transfer the peppers to a serving bowl. Drizzle with the sesame oil and toss to coat. Season with salt and pepper. Sprinkle with the red pepper and sesame seeds and toss again
